H25 et horizon 2025, quelle est la différence ? Sur quoi porte le bilan prévu en avril ?
Horizon 2025 est le nom du plan de transformation de Médecins du Monde initié en 2017 par le Conseil d’Administration et le staff de direction. Il détermine les projets de transformation et priorités de travail qui en découlent, afin d’atteindre notre ambition pour 2025 issue de notre Projet Associatif et de notre Plan stratégique.
« La finalité de ce plan de transformation est de donner des bases solides, structurer MdM afin d’avoir les moyens de réaliser ce que l’on souhaite faire, pour le terrain, pour nos opérations. » comme l’expliquait Philippe lors du point info.
H25 désigne l’équipe dédiée à l’accompagnement de ce plan de transformation. Cette équipe, rattachée au Directeur Général, a pour mission de coordonner et accompagner les projets de transformation qui ont été déterminés comme prioritaires, co-piloter certains de ces projets, assurer le relais d’information et proposer un séquencement optimal grâce à une vision globale du plan de transformation.

Un bilan sera présenté en avril sur l’ensemble des projets prévus dans le plan de transformation Horizon 2025 et qui ont été achevés depuis 2017. Un temps spécifique devrait être organisé à l’occasion de la publication de ce bilan.
Régionalisation, la qualité de nos actions et réorganisations en cours ; va-t-il y avoir un document synthétique sur ces priorités ?
Les priorités 2021 vont être communiquées aux responsables de service début mars. A la suite de cette présentation, les responsables de service seront ensuite en charge de :
– 1 Transmettre ces priorités à leurs équipes
– 2 Intégrer ces priorités de transformation dans les objectifs de service et individuels, articulées avec le travail en routine et en fonction des modalités d’’implication de chacun.
Vous avez également la possibilité, quel que soit votre statut et votre ancienneté à Médecins du Monde, de suivre une session de formation MErcredi DE la Formation (MEDEF) organisée par l’équipe H25 et qui porte entre autres sur les priorités de l’année.

Comment va s’organiser le travail sur la suite du plan stratégique qui s’est donc terminé en 2020 ?
Notre Plan Stratégique est prolongé jusqu’en 2022. Au 2ème semestre 2021, une méthode de travail collectif sera élaborée afin de lancer la préparation du prochain Plan Stratégique et organiser le travail.
2021 : quelle Assemblée Générale ? des Journées Des Missions (JdM) ?
Nous anticipons malheureusement l’impossibilité de tenir en présentiel les Journées de la Vie Associative, les Journées Des Missions et l’Assemblée Générale en 2021.
Afin de s’assurer qu’il y ait tout-de-même des temps d’échange cette année, nous analysons actuellement les possibilités techniques et les différents outils disponibles pour permettre de tenir des espaces de rencontre et de réflexion adaptés.
L’Assemblée Générale aura lieu, à distance a priori, le 19 juin 2021.
Pouvez-vous en dire plus sur l’ambition maritime de MdM ?
Il s’agit de définir notre implication sur l’espace maritime en tant qu’espace humanitaire au sein du parcours migratoire, analyser nos possibilités d’investir cet espace, peut-être en Méditerranée, en Manche ou en Mer de Chine. Nous allons probablement travailler de nouveau avec SOS Méditerranée ainsi que d’éventuels autres partenaires.
Une équipe projet resserrée paritaire sera mise en place rapidement dont la feuille de route sera d’établir un diagnostic approfondi et un état des lieux des actions et des partenaires potentiels, de préciser notre mode opératoire et de produire un plan d’action et des axes de plaidoyer.
En fonction du retour du diagnostic Risques psycho-sociaux (RPS) en ferez-vous une priorité pour les réduire en 2021 ? Des personnes souffrent actuellement. Pensez aux bénévoles dans les actions post RPS, svp !
Le diagnostic RPS porte sur les salariés du siège et les salariés terrain France. Toutefois, un questionnaire à destination des bénévoles est également en cours d’élaboration et fera l’objet d’une analyse. En effet la démarche du diagnostic doit permettre à toutes les personnes qui souhaitent s’exprimer de le faire.
Le diagnostic permettra d’objectiver la situation au regard des risques psychosociaux à Médecins du Monde et de produire des recommandations prévues au mois d’avril. Il faudra donc ensuite travailler la transformation de ces recommandations en axes de travail et déterminer ceux qui pourront être prioritaires.
Avez-vous déjà une idée précise de la collecte 2020 ?
La collecte de 2020 est au-dessus de nos attentes par rapport au budget révisé 2020. Les chiffres de collecte brute sont en effet plutôt bons car nous avions annoncé 39,9€ millions collectés auprès du public et que l’on a collecté 41,5€ millions. Cependant, nous n’avons pas pu faire, à cause de la pandémie, les investissements nécessaires qui permettent de nous assurer un certain montant de collecte pour les prochaines années (les missions de street marketing et de porte à porte). Nous avons donc actuellement entre 8 000 et 10 000 donateurs de moins que ce qui était espéré pour le début 2021. Nous aurons plus d’éléments sur notre bilan à ce sujet en 2022.

Are H25 and Horizon 2025 the same thing? What is the focus of the review in April?
Horizon 2025 is the name of Médecins du Monde’s transformation plan, which was launched by the Board and management staff in 2017. It identifies transformation projects and work priorities in order to achieve our ambition for 2025, as set out in our Mission Statement and Strategic Plan.
“The purpose of this transformation plan is to provide a solid foundation and MdM structure so that we have the means to achieve what we want to do, both for the field and for our operations,” Philippe explained during the Friday News.
H25 refers to the team dedicated to supporting this transformation plan. This team, which reports to the Executive Director, is responsible for coordinating and supporting transformation projects that have been identified as priorities, co-piloting some of these projects, ensuring information is relayed and proposing optimal planning with an overall vision of the transformation plan.

In April we will present a review of all the projects included in the Horizon 2025 transformation plan that have been completed since 2017. Time will be set aside to present this review when it is published.
Will there be a summary document on questions regarding regionalisation, the quality of our actions and on the reorganisation that is underway?
The 2021 priorities will be communicated to departmental heads in early March. Following this, departmental heads will then be responsible for:
- Communicating these priorities to their teams
- Integrating these transformation priorities into departmental and individual objectives, as part of routine work and according to the way in which each person is involved
There is also the possibility, regardless of status or length of service at Médecins du Monde, to follow a training session (MErcredi DE la Formation – MEDEF), organised by the H25 team, which covers, among other things, the priorities of the year.

How will the work on the continuation of the strategic plan, which ended in 2020, be organised?
Our Strategic Plan has been extended to 2022. In the second half of 2021, a joint working method will be developed to begin preparations for the next Strategic Plan and to organise the work.
Will there be a General Assembly and Mission Days this year?
Unfortunately, we think it will be impossible to hold the MdM Community Days, the Mission Days and the General Assembly in person in 2021.
In order to make sure that there is still an opportunity for discussion this year, we are currently analysing the technical possibilities and the different tools available to allow for appropriate meeting and reflection spaces.
The General Assembly is planned to take place remotely on 19 June 2021.
Can you tell us more about MdM’s maritime ambition?
This refers to the issue of defining our involvement in maritime space as a humanitarian area within the migration channel. We are currently analysing the possibilities of investing in this space, perhaps in the Mediterranean, the Channel or the China Sea. We will probably work once again with SOS Méditerranée and possibly with other partners.
A stronger joint project team will soon be set up and will be tasked with establishing an in-depth diagnosis and an inventory of actions and potential partners, specifying our operating methods and drafting an action plan and advocacy guidelines.
Depending on the feedback from the PSR analysis, will you make it a priority to reduce psychosocial risks in 2021? People are currently suffering. Please think about volunteers when planning PSR follow-up actions!
The PSR analysis concerns employees at headquarters and France employees in the field. However, a questionnaire aimed at volunteers is also being developed and will be analysed. Of course, the analysis process must allow everyone who wants to express themselves to do so.
The analysis will make it possible to assess the situation with regard to psychosocial risks at Médecins du Monde and to produce recommendations, which are expected in April. It will then be necessary to work on transforming these recommendations into work areas and to identify which of these should be given priority.
Do you already have a clear idea of 2020 fundraising?
2020 fundraising has exceeded our expectations compared to the revised 2020 budget. The gross collection figures are fairly good because we had indicated that €39.9 million would be collected from the public and we actually collected €41.5 million. However, due to the pandemic, we were not able to make the necessary investments to ensure a certain level of fundraising for the coming years (street marketing and door-to-door missions). So, we currently have between 8,000 and 10,000 fewer donors that we had hoped for in early 2021. We will have more information when we review this issue in 2022.
